Pm lays out approach to indigenous affairs in a new report by Global Witness in response to the UN's Human Rights Council's decision to investigate and punish those who participated in an illegal mining project involving illegal logging on land sacred to the Chukchi, Komi and Tlingit peoples, the Chukchi, Chuvash and Tlingit peoples, and an unidentified individual.

The report, titled "The War on Indigenous Peoples in Alaska, 2011," points out how the U.S. government has a history of using tribal lands to harass, intimidate and prosecute indigenous people. The report details, for example, how the Bureau of Indian Affairs (BIA) illegally seized hundreds of acres on a reservation in north-central Alaska with the intent of logging and reclamation of the land for oil, gas and other energy extraction.

The Chukchi nation's first President, John C. Hutton, initiated the first law known as the Koko Resolution of 1925, establishing the Department of Fish and Game. He also created the Alaska State Trust to protect the land and resources of Alaska's Chukchi people. The Alaska National Wildlife Refuge (ANWR) was created to protect native wildlands from future energy development by protecting the Chukchi and other tribes' access to the lands and resources of the Alaska Peninsula. As described in the report, the ANWR is a direct result of the United States Interior Department's decision to use the land to protect oil, gas and timber extraction projects through a series of land acquisitions.

The report also provides a look at how the Chukchi are treated by the federal government. The Bureau of Indian Affairs (BIA) requires tribal leaders to "assist the agency in maintaining public trust in its activities" by promoting their tribal status to all Americans, including Native Americans. The BLM has "denied land and energy rights to over 300 Alaska tribes" and requires the Chukchi to live within their traditional territory with their own food, medicine, and religion, the report notes. According to the report, the department has also violated the "civil rights of hundreds of Chukchi for over 20 years through its land policies that are based on a history of genocide, dispossession and displacement."

Global Witness, which has been investigating environmental corruption for decades, called the Chukchi genocide an "apology tour for America." The tribe's long history of exploitation has been "perpetuated by decades of failed policies and management practices," according to the report. Sydney bus driver charged over cbd accident that killed woman [7:27 p.m.]


A Sydney bus driver who was driving an unmarked bus during a crash that left a woman dead has been charged by police with four counts of careless driving causing death.

A man with black eyes, who police believe was the man, died after the accident in St Kilda in January, police said Thursday.

The bus driver was found behind the wheel about three hours later in a residential part of Sydney. He was taken to hospital, and has since released the driver's name.

Police allege that the suspect, 22-year-old Daniel Davenport, was travelling south on West St Paul St at 9.20 p.m. when the accident happened.

Davenport drove along a one-way street about half an hour from the crash site to reach his north-south route, police allege.

It was an "unprecedented" event for Davenport, police said.

Davenport's wife, 30-year-old Karen Lohman, was taken to hospital for treatment in stable condition.

His cousin, 24-year-old Nathan Bledsoe, is a passenger on the other bus that hit the bus.

The Bledsoes were driving north on West St Paul St when they heard the crash and saw the van flying across the road.

The family was in their home at the time of the crash, and the driver was at the time with them on the bus, police said.

Davenport, however, was driving in the opposite direction from where he hit the rear bus, police said.

The driver was given a temporary driver licence at 6:30 p.m., police said.

Bledsoe was taken to a nearby police station after his family's car was towed, police said.

The driver was not wearing a seatbelt at the time of the accident and did not appear to be impaired.

Police say a report on the bus driver's identity will be sent to the medical examiner's office.
